Pure and deterministic: it performs no network access and reads only this link. Evaluated in order —

• an image/ type is LinkKind/inlineImage
• a download or authorization-response rel is LinkKind/external
• a scheme other than http/https is LinkKind/external
• any other declared type is LinkKind/external
• otherwise (no type, or the HAAPI media type) it is LinkKind/haapi: per the HAAPI data model a link with an absent type is a HAAPI resource that must be fetched with an authenticated request.

Whether the target really is the configured identity server is enforced at follow time by HaapiManager.followLink(_:), not here — classification never inspects the link's origin.
